In accordance with Article 15 of the Law on the National Bank of the Kyrgyz Republic, and pursuant to the Board Resolution N44/2 of the National Bank of the Kyrgyz Republic, "On Issuing Coins with Face Values of 1, 10, 50 tyiyns, and 1, 3, and 5 soms" dated October 11, 2007, a collectible coin with a face value of 1 tyiyn, circulation coins with face values of 10, 50 tyiyns, and 1, 3, and 5 soms shall be issued for circulation throughout the Kyrgyz Republic. The circulation coins with face values of 3 som are made of steel core finished with nickel.

Obverse: 
The obverse side of the coin bears an image of "kookor", a traditional Kyrgyz container made of leather for kymyz, the traditional drink. Each "kookor" image bears a symbol of "tumar" represented by a triangle; the latter is widely used in various Kyrgyz crafts.
Reverse: 
The reverse side of the coin bears the Coat of Arms of the Kyrgyz Republic and the year when the coin was issued.
